Cultural competency training & education

In consultation with stakeholders, the Safe Services Diverse Communities Training Model was developed (2007).  A cultural diversity (non indigenous) orientation package was developed as part of this Training Model.  The Orientation and Induction policy (IRM 3.7-12) states that this cultural diversity package is part of the strategy which requires face to face implementation.  For staff who deliver orientation training, this cultural diversity package can be accessed on request ((multicultural@health.qld.gov.au ). 


The Safe Services Diverse Communities Training Model recognizes that some staffing groups are able to attend half day or full day training programs (namely administration officers, clinical service managers and patient liaison officers) while other staffing groups find this more of a challenge given the existing list of mandatory training (eg nurses, allied health, doctors).

Training modules were therefore developed and evaluated for:
• Administration Officers (focus on effective customer service for CALD clients)
• Clinical Service Managers (eg nurse unit managers) and Patient Liaison Officers (focus on good clinical outcomes for CALD clients)

The PowerPoint presentation, and accompanying trainer notes for these modules are available upon request (multicultural@health.qld.gov.au). 

Two further training modules are currently being developed following requests for training in this area:
• Working effectively in a diverse team
• Managing a diverse team.

It is a challenge to provide education to staff groups that have difficulty getting off-line for a half day or full day training.  The majority of Queensland Health 68,000 staff fall into this category (nurses, allied health, doctors).

One strategy to provide these staffing groups with access to on-the-spot cultural advice is currently being piloted at the Royal Brisbane and Women’s Hospital District and the Gold Coast Health Service District.  Multicultural Clinical Support Officers have been employed in both Districts since September 2007.  The effectiveness of the pilots was evaluated in 2009 with very postivie outcomes.

The Queensland Health Multicultural Program is currently developing a strategy for the sustainable provision of cultural knowledge and skills to all staff.  Strategies being investigated include:
• promoting the existing training packages to District trainers (train the trainer)
• including cultural competency knowledge and skill information into existing communication related training (eg Frontline training)
• developing online training.

The overarching Cultural Capability Framework (CALD) strategy is also in development, to be completed by end June 2009.  This framework will articulate the tangible knowledge and skills (as capabilities) required for culturally competent health care practice.
